If you go into a pub in the UK, you can ask to apply for a "Proof of Age" card, so you can get into licenced premises.
Fill out the details, send either original or copy of birth certificate, 2 passport-size photos & wait for a reply. Your card should be with you in 2-4 weeks. The only cost involved is getting the photos done.

In the UK some local authorities have an ID card system for over 18's; best to check with the local licencing authority. If you have a passport use that, otherwise you should a birth certificate or an NHS card with your date of birth on. If you don't have these you can get a copy of you birth certificate from the registrars office in the town where you were born but you will need to pay for it. You can get a new NHS card from your health authority for free

All states offer a State ID card. You will have to have two forms of ID (birth certificate, school transcripts, etc) to get it.
Your local Department of Motor Vehicles is the one that issues the ID card.

most states offer an ID card- it is similar to a driver's license- but it isn't a license - but it has your pic and is an official document from your state- try at the Dept of motor vehicles - bring you birth cert and proof of address - and any other docs you think are helpful -

In California, if you go to the DMV, you can get a state ID card. I'm not sure about other states, but that's a good place to start.
