1)I have an R/C plane with a battery pack that is 9.6V250mA...Im looking for backup battery packs, my question is, is this an okay battery to buy it looks the same but I know little about electronics...

2)If it sounds like i can buy the other battery, what voltage/mA can i go up too, Because I want the longest flight time /capacity

Your flight would greatly increase with a 2000mAh you'll get at least 3 times more flight time with the new battery, that and your range will be greater because of a stronger out put.

The voltage must remain the same = 9.6V
The milli-Amp-hours are only limited by the weight your plane can carry. If that battery is located in the plane's nose, then increased weight could cause the flight characteristics to change (and harder to get off the runway).
You also need to consider that it will take longer to re-charge the battery (using your existing charger).
