Subtracting, and adding a negative #, are the same thing. So this equation can also be expressed as:
(-5x + 6) - (-2x + -7)
The negative after the last part of the function, effectively reverses the negatives inside the parenthesis:
(-5x +6) + (2x + 7)
From there, since this is just addition and subtraction, you can just remove the parenthesis:
-5x + 6 +2x + 7
Combine like terms and you've got:
13 - 3x

The first thing you need to do is distribute the negative to the second part. So you will have (-5x +6) + 2x +7
-5x+2x=-3x and 6+7=13
