Take him to a good salon. This means no Fantastic Sam's or Pro Cuts and nothing with a barber pole outside.
Ask for a consultation. They'll tell him the truth. Your hair needs to be longer, shorter, textured, lightened, brightened or shaved off.
Get some decent clothes.
Doesn't have to be expensive to look good. Make sure they fit. Make sure there is a female to go shopping with him that will be honest with him. That way he doesn't buy clothes that are too big, too small or just plain scary.
Get some decent shoes.
Again, it's the look not the price tag.
Whiten his teeth. Either at home with the Crest Whitening Strips or professionally at the dentist.
If he has facial hair, make sure it's neat and looks good on him. If he doesn't have facial hair, is it an option? Try it out see if it looks good on you. Don't be afraid of shaving it off if it doesn't.
Lose any nasty habits. No nose picking, no nail biting, no long fingernails, no greasy unwashed hair, no smoking, no getting wasted, and no potty mouth.
These aren't changes of a person's self, just the image they portray.
Then tell him to smile and show confidence.
Confidence is sexy.

Tell him to work out with weights every other day for at least an hour and do cardo for 45 minutes 5 times a week, buy GQ Magazine a few times and read the Style section to get some ideas about current men's clothing, always shower daily and brush teeth twice daily (at least) and floss daily. These sound like basics but some people don't do these very basic things. He should also be well read and learn about women by reading books to understand women more or, even better, talk to some women and get their perspective on how it feels to be a woman. We guys don't understand it's hard for women.

stay out of the sun. no such thing as a healthy tan. get some proactiv if he has an acne issue. keep your hands and your shoes clean. women notice those things. adopt a celebrity whose style he thinks is cool and hip. and do it because he wants to do for himself, not to cater to what others think. it's all about confidence in ones own skin.

Well, try taking a bath and combing his hair. Wear clean clothes, and not smell.

take care of yourself - you don't have to be a metro, just be sure and look nice every day. buy some clothes that make you look good - that accentuate your best features, and take care of your hair! guys who don't take care of their hair (at least comb it every day) just look nasty most of the time. and if you've got a little pudge, work out or eat better.

buy him a couple of GQ magazines and tell him to study all the guys in there then you both decide what style is the best one for him.
