I think people are born dumb, and learn their way out of it. Stupidity is an active thing; you have to deliberately reject factual information or learned wisdom to be stupid.
For example, voting for Bush the first time was dumb (based on ignorance) but voting for him the second time was stupid (you knew he was incompetent as president but ignored the facts and voted for him anyway).
Stupid people actually have to work at being stupid, whereas ignorance is something we are born with and can overcome through concerted efforts.

This is one of dozens of marks left by German on American English. Some words, like kindergarten, dachshund, and schnapps still have a German feel or are associated to some extent with Germany, but others, like bum, cookbook, fresh (in the meaning “impertinent”), rifle, and noodle have become so thoroughly Americanized their German origins may surprise some.
