The cheapest and most organized flight school in the word would seem like it should be a religious one in the "word" or in the world?
The cheapest way to do this is flight simulator program for your computer and flight lessons provided by a private flight instructor.

I don't know about schools, but there are flying clubs around that you can join and get your license pretty cheap. Some colleges and universities have programs and clubs too.
