No. A CD ROM will *only* read music or data CDs unless it's a Writer, too. Then you can 'write' CDs with it in addition to simply reading them.
You need a DVD reader to read and/or play DVDs as well as CDs. There are also DVD reader/writers on the market, too, but they are more expensive because they'll read/write both CDs and DVDs.
Once you have a DVD reader installed, you will need software to use it with such as WinDVD or PowerDVD. I, personally, prefer PowerDVD. It's a pay program but only about $30, tops.

most cd drives in the newish laptops play dvd movies ----just load the disc in the cd drawer and it should begin to play
