because the final decision was the fan vote not the judges scoring and fans like to see an underdog come out on top. this is why stacy keibler finished 3rd to jerry rice last season ( Drew Lachey would have won regardless he was excellent) and why Kelly Monaco won in season 1.

Hmmm wild guess is the fact that he could dance. Well that and it was a call in thing for votes so he got more votes, honestly though I watched a little of it and he was a good dancer.
