Our Xmas Eve party also includes children but we have played the card game, put gifts in a pile, deal everyone 4 or 5 cards, number of decks depends on number of people, use another deck of cards to call numbers, as the numbers come up, player with that number takes a gift from the pile or other players until all gifts are gone. Everyone ends up with a gift. We have also played the game where everyone has their gift, read a Mr Right and Mrs Left story to pass things around and everyone gets a gift. This year we are doing a Chinese auction. Everyone brings an unwrapped gift, each one gets 5 name tags and places a tag in the "vote" bag for each gift. Pull the names and you get that gift. Once you get a gift even if your name comes out again you just get the first gift, your name is tossed and a second name is pulled. Have a nice party.

Do the rotating gift thing. One person starts with picking out a wrapped gift and opens it on the spot. The next person picks out another gift under the tree and unwraps it. The third person does the same and so on. If they like someone elses gift, they can swap it with theirs. It makes things really fun towards the end because the best gift always gets moved around many times. It's always been a crowd pleaser and generates a lot of laughter at the parties I've been to when they do this. Just remember, each person can only swap at the time they open their gift. They can only swap once with someone else.

We do what's called a Kris Kringle, where everyone's names go into a hat and each person draws a name and buys the gift for that person, but I'm not familiar with the pull a number thing so it may be the same. Just a suggestion

The best suggestion I can give you would be to go to a novelty gift store and to see what they have there. Usually they will have something around the "naughty and nice" category. As far as choosing how to decide who swaps with who, its really a matter of opinion as to how you decide.
