The Interstate Compact for Arkansas is the agency that will handle the transfer. You can't just contact the Compact yourself, however. You need to talk to your probation officer, pay a fee of approximately $75, and apply for transfer.

Some transfers are allowed automatically. If the probationer has immediate family living in the receiving state (KY), then KY has to accept the probationer for transfer. If the probationer just wants to move to KY but doesn't have immediate family there, then KY can refuse the transfer.
