Get an electrical heating element, a DC power supply, a thermometer, a voltmeter and an ammeter.
Pass electricity through the heating element, dipped into a measured volume of water (or salt water) in an insulated cup, and measure the current, the voltage and the time taken. This will give you the heat energy supplied. Measure the temperature rise, and work out how much energy would be required to raise 1g of water (or salt water) by 1 degree Celcius. The answer should be close to 4.2!

the simplest method is to perform a colorimetric determination.

If you have a college nearby, contact the Chemistry department and ask to talk with a Physical Chemist. they can help you produce an experimental protocol to determine the specific heat capacity of water and a salt solution.

If you don't, let me know an I will help you generate one.
