My roommate took a shower and we can't get the hot water to turn off. I've already tried removing the handle and turning the part inside by itself. But this did not work, and even though everything is turning normally, the pressure does not change when I turn the handle in either direction. Thanks for your help.

That's because the washer is probably gone. Find the water shut off: First what are you living in, home, apartment? there should be a shut-off if you follow the pipe or, go to the water heater and turn the valve off that's hot. That shuts the hot off for all the pipes connected to it.

Now take the valve out, you'll need a couple of eight inch spanners or adjustable wrenches. Take the valve up to Ace Hardware, Home Depot, Lowes, a local hardware store and show it to them, tell them what's wrong and ask for someone to give you what you need, they should know what you need. your fixture has broken in the on position, turn off water at main, or if your lucky check for a shut off a the hot water heater, good luck
