Admittedly, I'm no expert on current Cambodian agricultural policies, but I think we are safe in saying this.

When gov't tries to control or is too involved in the agricultural sector, it performs poorly. When farmers are allowed to own their own land, with indisputable title, and receive the full proceeds from the sale of their crops, with minimal gov't interference in how they use their land or grow their crops, they will find ways to make the land more productive.

They should do everything they can to allow private ownership and encourage the free market in all areas.
