I guess it would depend on what they were smoking. Cigarettes are not illegal.

If the students are minors then teachers should not condone them breaking the law. After all, if they have cigarettes in their posession, they were not obtained by legal purchase. So either they had someone buy them for them (breaking the law) or their parents gave them to them (contributing to delinquency of a minor) or they stole them (theft, also against the law).
Is it necessarily illegal? probably not, unless it's on school grounds and therefore the students are breaking state and school laws. Some public buildings (schools included) are off limits to smoking, and most schools do not allow smoking. So again, not necessarily illegal, just unethical.

It is legal as long as the students are 18 or over and i believe you have to be 100-150 ft away from a school to smoke...it also depends on what you're smoking ;)

On or off of school property? Most counties have a law that says that you can't smoke on school property at all. Ethically, I would say that it's probably not the best idea, but after school, or in a college setting, I don't think anyone can do anything to the teacher.

Not if it is not allowed on campus, it is not allowed and therefore to some extent illegal.
If you mean cigarettes...
I used to get high with the Dean of our Jr. High school. I was one of his "special little office monitors."
Anyone else remember Mr. Christenson from I.S. 7? and his sexy Cat Stevens look and his dark sunglasses?
and when we got to High school... we used to bribe the security guards to let us go out the shop wing doors by "smoking" with them.
Everyone knows that is illegal before you even throw the students into the mix.
I know, I had such a lovely adult influence in my young life huh?
In the same school (I.S. 7) my older brother got thrown out, for punching another teacher in the face for sleeping with his girlfriend... He got fired and she moved!
Nice school huh?
