I hear you, honey - I'm the same weight and height and have a little paunch too. My friends don't think I'm that weight though, and here's the secret - not clothes that hug, but clothes that skim.
Don't wear loosey goosey clothes, but those that skim your figure without hugging your tummy. Silk tops/dresses do wonders. I find that the best combination for casual clothes is fitted jeans/pants and a skimming top - this usually creates a very slimming illusion, but provided you're not pear-shaped. I usually manage to pick tops that make me look like I have a waist, even though I don't have much of one! I go for tops that hug my boobs but hang straight down from the ribs down - these draw attention to boobs and away from the tummy.
Don't worry that your boobs are heavier. Tops that reveal just a hint of cleavage will entice without revealing any sag. Plus, nothing a good bra won't fix!
Where all else fails, wear a corset! But those are no fun to move around in though they look great.

Try some slimming aides/tricks such as shaper fx items (can be found at Newport-News.com) to minimize target areas.
Also moderate patterns/prints are good at camouflaging puffy areas as well as wide or abstract belts.
For cleavage - try a push-up bra or check out Victoria's Secret for assistance. Another good trick is to purchase a smaller cup size for special "push-up" occassions. If you're a C purchase a B and get to stuffing. It will make everything look fuller and closer under that low-cut blouse.
Instead of opting for fitted clothing (which often slides into too-tight-clothing) try going for a more "tailored-look" where clothes fit well, accentuate your best assets and at the same time don't look as if you've stuffed yourself into the fabric.
As far was your hair - try wearing it in a casual up-do, away from the face perhaps brushed back with a decorative scarf or headband or if you aren't too attached - go to a stylist and have it clipped and styled into a more flattering look for your face.

There's nothing wrong with a little bit of belly. Some of us think it's sexy!
You could take advantage of your new cleavage - wear low-cut tops that are fitted around the breasts and more flowy around your midsection. Getting a haircut might help - get something cute and layery - it'll make you feel sexier, which will make you look sexier!

I agree. Wear a nice bra so you don't feel them being "heavy" and tops that are low cut but flow out. wrap tops are great. tight doesn't necessarily = sexy.
