Start from the inside out.
Remove all visible body hair, i.e. face, legs, underarms. If he has thick, heavy arm hair, then I would thin or bleach that too.
Then get some great skin care products: cleanser, exfoliator, lotion, toner, etc... for the face and body. Great looking skin is essential to a feminine look.
Then get some good undergarments to give him the right shape. A bra designed to hold falsies, shapewear for his waist (if he needs it) and a pair of panties with a re-enforced front to flatten out his front. These are mainly sold specifically at cross dresser stores, you won't be able to find them at an ordinary lingerie shop.

Then I would work on hair and makeup. If he didn't have his own hair long, I would look into wigs or extensions until his own grew out. Then match makeup colors to his own coloring. Covergirl is a pretty good place to start for that. They have a good beauty quiz for helping you to choose colors based on skin, hair, and eye color. Plus, plenty of great application tips, and how-to's.

The last thing is the clothing. No matter how great an outfit is, it won't look good if he's still a guy under it. Use the same standard as if he really was a she. Pick clothing to flatter his body type and coloring. Then finish his look with the right accessories, shoes, jewelry, etc... to complete his outfit. But remember that even for a guy, less is more. Otherwise, he may start to look more like a drag queen, and less like a flirty girl.

Shave of each and every of the furry spots,advance out his hair and placed weave in it if it does not advance placed a wig on and a hadband,colours,practice makeup and placed a good t-shirt on him yet to no longer tight to coach his manly muscle groups and load shorts or a skirt

Remove his body hair, and put him in a garter belt, or corset, stockings and heels, and a skirt untill he learnes to walk, move and sit like a woman.

firstly, give a good shave and a wax.wax hands, chest, chin, feet smoothly. then apply heavy foundation, eye shadows, false eyelashes, and a hair piece. then put on a "cup" to hide the "pen*s". then put on fasle boobs and stockings. then dress and high heel shoes. also he has to learn how to talk, smile , walk, gossip and eat like a woman.
