Executive Producer
Arranges for the financing and distribution of the picture or group of pictures. Title sometimes retained by a Distributor who finances, or causes the financing of, a Picture.

They're not always the writers. Typically a producer is in charge of raising the capital for the project, as well as collaborating a decent director, screenwriter, filming locations, & casting director (they help pick the actors). Every decision made regarding the picture usually has to go through the producer.
They're the Big Boss, although the directors prefer it if the producer isn't always there while they're shooting. Only because producers are more about the business of the film, not the story, & sometimes too many opinions can ruin a good film. :)

well it is different in movies and TV.
In movies producers are usually the ones who get the financing for the film, they hire the writers, directors and usually have a hand in casting.
In TV Producers usually are the creators of the show, and the writers. they have all the control. they hire everybody as well, for example Tom Fontana. he was executive producer of OZ, he wrote the show bible (the story lines for each character for the season), he created the show, he was the one who pitched it to HBO, and he was also the one getting tattooed in the intro. he hired all the directors and casting. there you have it.

Their most important job is to finance the project.. Money money..
They also have creative input, but this varies depending on the project.
