The reason it is used so much now on American T.v shows is because of the famous episode of Seinfeld when Georges dad Frank Costanza looses it and starts screaming "Hoochie mama" as a kind of mantra to keep calm. Most of the time you hear it on T.V now comes from that episode of Seinfeld.

A "Hoochie" is slang for a vagina. A "Hoocie Mama" is either a whore or a woman who sleeps around, the word for that does not type without being erased. When they say you look of act like a hoochie mama they are saying you look like a street walker or prostitute.
