In my personal opinion, it was a failure of communication. Everybody seemed to want to be in charge at that point.(city, state, federal etc.) But nobody actually took the bull by the horns to make the very important decisions that needed to be made at the last minute.
Once the hurricane did hit, the were no communications what so ever. No cell phone, no radio, nothing, for I think it was 4 or 5 days. Nothing but each other.
In short, to many chiefs and not enough Indians.
I would like to note, that New Orleans was not the only affected area by the hurricane.

Read an article by a man named Jesse Peterson dated Sept. 1, 2005. It will give you some startling facts about the 25% of N.O. population that didn't make the effort to get on the 2000 school buses provided for their escape. The other 75% got away in plenty of time, by the way.

The federal government responds slowly. Common knowledge. Same as during the stupid rioting in LA after the Rodney "I had 3 million and blew it on shemales and crack" King police brutality trial. This is not news, it happens all over, under every President. The government moves with the speed of a turtle strolling uphill on Quaaludes.
The fact is, the first botched response came from Mayor Nagin. Then the ineptitude snowballed from there up the ladder to the top.

Because our stupid President is too worried about helping other countries before he helps our own!! What our own american people had to suffer there was horrific. I was living in Dallas when it happend, and the people that made it there had such sad stories to tell, it was a travesty to say the least!!!

The help came too late because we were poor and Black. I was fortunate enough to evacuate, but so many others that I know were not as lucky as I was! I knew people at the convention center. I had family in the Superdome! While my friends and family were suffering Bush was eating lobster and steak!! I cant believe they voted Ray Nagin back in office. he is quite the moron!!
