Try this. Reboot your computer. As it's entering the boot up process press F8 repeatedly until you see a screen that shows you a number of options including the option to open windows in "safe mode". Choose that option, and when you're in safe mode, go into your control panel and click on "add/remove programs". Try once again to uninstall norton.
Norton should uninstall for you.

download and run the norton removal tool
get here
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039
The Norton Removal Tool uninstalls all Norton 2007/2006/2005/2004/2003 products from your computer. Before you continue, make sure that you have the installation CDs or downloaded installation files for any Norton products that you want to reinstall. Also, if you use ACT! or WinFAX, back up those databases and uninstall those products.

Tim, add/remove, and it should remove some of Nortons. The problem with Nortons is that you think when you use add/remove that all of Nortons has been removed from your system. This is not the case. If you go to start, run and type in c://program files and click on browser, click on program files you will stil see symantec in the program files. When you try and remove it will say program in use, unable to remove.
I test antivirus/antispyware software in my backup pc in my spare time. And Nortons was a living hell when I realized the program would not uninstall. (I was able to get a portion of Nortons out with add/remove). Still I was left with 350 fragments of Nortons glued to all my files/folders and hidden all over your system. Nortons is pure junk and they hate you when you try and remove their garbage. So in my opinion they punish the hell out of you.
Open start and go to search files and type in nortons and scan, then try and see how many of the files you can remove. Then type in symantec and scan and see how many of these files you can delete.
I have your the purchase program of Registry First Aid. This was the only program that was able to remove all the 350 fragments out of my system.
If you go to http://www.rosecitysofware.com You can download Registry First Aid an use the program during the evaluation period to remove the fragments.
Here are the instruction on how to rid yourself of Nortons fragments, or removal of the entire program with RFA. (If you are smart you will be able to do it by following my instructions).
After installation of RFA, scan "Check Registry for erroros". First you will get a backup of your entire registry. Then the scan will start an all registry keys that come up in green yellow and red, (place a check mark where the red box is), and delete. You have a backup so don't worry. Back up can be found at start, search files, type in: "backups", scan and you will see RFA, backups, open and you can restore or delete the registry keys.
Now here is the critical part to rid yourself of Nortons. In the same RFA, program you will see a box that says, "Search The Registry", type in at the top, "nortons", and then click on add, now erase the "nortons", at the top as it wil have dropped down to the scan area and type in "symantec", click on add and now scan.
After the complete scan of your registry you will see all associated registry keys for Nortons / Symantec. Left click with your mouse over each description of the key and drop down until you see delete the string. Then delete the strings for all associated key.
This is the only way you will rid youself of this garbage.
Next time use what I have for the past nine years an I never had one virus. Avast free for home personal use. http://www.avast.com Auto updates two or three times per day, one of the very best background scanners that really catches a virus in real time and delete or destroys before the virus can enter your system.
Good luck,
