The easiest way is to get a webmail account with yahoo, hotmail, lycos etc. The good thing is that even if you change your ISP you can keep the email address.
On your PC if you use Outlook Express you can either set up user accounts on the PC for each of you, and then configure OE to connect to your respective email accounts. Or is you only want one logon to the PC you can create multiple profiles in OE (you and your wife) and then switch between them.

You can arrange it with your network provider... or you can use one of the many free email sites.. such as Yahoo and Hotmail and set up an account so she can access anywhere

It depends on your network provider (isp), unless you'd like to set her up with a web-based email account...you can do so at Yahoo!, Hotmail, etc.

simply sign up a new mail address in a provider like yahoo ->https://edit.yahoo.com/config/eval_register?.intl=us&new=1&.done=http%3A//mail.yahoo.com&.src=ym (check the online help if you need ->http://help.yahoo.com/help/us/mail/index.html) and after you get your brand new mail address add a new account on your mail client (if you're using outlook follow this tutorial ->http://help.yahoo.com/help/us/mail/pop/pop-28.html), otherwise try some googling
