A Wallpaper is simply an image - there's nothing special you need. About the only thing to consider is making the image file the right size for your desktop. Otherwise it may get streched or cropped and not display as you intended.

No special programming is needed. It is all in Windows. Right-click on an empty place on the desktop background. Then left click on properties. Then click on Desktop. Then Customize. Just follow the directions there.

In the my pictures folder you can highlight a pic and then select as desktop background.
Webshots is my favorite Web Site. It is a small program that does wallpaper and slideshows. Lots of photos to d/l. And it is free.
