Will I need just a general music degree? Then how do I go about becoming a conductor? It's not like someone is going to hand over their orchestra and let me lead it. So I'll need to get a degree, form an orchestra.... and then what? Is this a hard project?

You would need a graduate degree with a specialization in conducting, then gain experience and apply to smaller orchestras, build a reputation. The larger orchestras actually recruit the conductors that they are interested in.
