Force is an abstract and objective concept invented by man. What we experience and mistake it as a single force is a stressful condition caused by mostly external forces. Force does not exist in isolation it acts on an object or forces act between two objects or many objects taken two at a time. Some of these forces of interaction may depend on velocity or may not.

Look at Newton's Three Laws of Motion:

I. Every object in a state of uniform motion tends to remain in that state of motion unless an external force is applied to it.

(This is called "Inertia")

II. The relationship between an object's mass m, its acceleration a, and the applied force F is F = ma. Acceleration and force are vectors; in this law the direction of the force vector is the same as the direction of the acceleration vector.

III. For every action there is an equal and opposite reaction.

Forces are needed to cause acelleration of an object, either a change in speed or direction.
A object can be moving without a force acting on it. A force would be required to get an object moving if it was standing still or a force would be required to make a moving object stop.
(newton's 1st law of motion)

Dictionary.com defines force in physics as, "an influence on a body or system, producing or tending to produce a change in movement or in shape or other effects"

A moving object may or may not be experiencing a force. An ACCELERATING object IS experiencing a force.

Force = Mass times acceleration
F=MA
