I don't know where some of the other answers are coming from, but I've heard Rice and Powell are good friends. It never went any further because Powell is notoriously loyal to his wife. She's the reason he never ran for president; Mrs Powell was desperately afraid he'd be assasinated and so out of caring for her, he put his ambitions away.

You may not have intended this question to sound racist, but it really does. Besides Condi has way to much integrity to get involved with the likes of Collin.
