How do I legally/officially set up a campaign organization that works on stopping a presidential candidate?

I am working to start a website/organization that manages an independent effort to work against a certain politician running for office in 2008. Any information on what to do to set this up officially will be greatly appreciated!

why dont u put that money into supporting ur candidate-americans r tired of negative ads. in 2004, bush was the only one who explained anything-kerry just said bush is worng bush is wrong-he didnt have a solution. i wanna know what your candidate will do-not what he thinks is bad about the other candidates-do that-that is what we want-not a negative mudslinging battle-too much of that on both sides nowadays-dont make is three sides-
