Yes they should. If rules are good for one, they should be good for all. But the two of you need to sit down and discuss, first, what kind of rules you have for each set of kids. Compromise on some if need be. But make sure all the kids have the same rules or it could look like a game of favoritism is being played.

Most definitely they should follow the same rules. If they don't then the others will say you're showing favoritism. That can lead to a chaotic relationship. Don't let that happen or you will be following the rules of the children. Can you do that in your own household? You are the adult, that makes you the one in charge. If you allow the children to not follow the rules that puts them in charge.

i think they should have to follow the same rules. that way none of the children feel the other is getting special treatment. if you treat them the same it will make them feel less seperated. (since that is already not their real brother or sister)
