CRTL-ALT-DELETE to bring up the Task Manager.
Under Processes, find the winserv.exe process, click on it, then click the END Process button at the bottom. THEN try to delete the file.

I could not find any listing for a winser.exe on the Nortons site. I also looked for info on the internet and could not find much in the way of help. Winser starts with WIN so I am thinking it must be something necessary to operate windows that happens to NOT be functioning properly. Also there are people who start viscious rumors about anything that ends in .exe.
You could try the System Restore which takes you back to a time when your computer was working good. Go To:
start
programs
accessories
systems tools
system restore
This process is completely reversable. And does not remove your personal files. Just go back one checkpoint at a time until your puter is working good again.

First, I would start the computer in safe mode before deleting this file. Go to the folder that the file is in, and delete it manually. If it still comes up, change the file extension to something like .old. that should work
How to change the file extension:
click on My Computer
click View
click Folder Options
click on View tab
uncheck "hide extensions for known file types"
press OK

Removal of a Trojan is possible manually.
Please do understand and agree that the advise given here does not in anyway make me liable for any damages due to your omissions and commissions.
Registry Editing is a job for professionals, not amateurs. Please follow advise carefully.
Please go to Start and click on it.
Go to Run and click on it.
In the dialog box that appears, please type in regedit and hit Enter.
In the Registry Editor Panel that opens, please click on Edit.
Move your cursor down in the drop down menu that appears and click on Find.
In the dialog box that appears, please type in the name of the program you want to find, like, for example, winser.exe; and hit Enter.
In the right hand Panel, select the values that appear with this name and delete them one by one by single left clicking on the value and then single right clicking there and choosing the option Delete and single left clicking on it.
When all the values have been deleted, go back to Edit and click on it. This time select the Find next Option and click on it. Type in the same winser.exe again and hit enter. Again, do what you did earlier by selecting and deleting the values that have the name on the right hand side panel; that appear.
Continue doing Find Next and deleting the values till it shows no more values to delete.
As the Trojan lodges itself in numerous places, you might have a lot of deleting to do.
When you are certain that you've deleted all the traces and values relevant to the Trojan, exit the Registry Editor and reboot.
This time, I'm sure you'll find the computer is clean and the next time you have a pesky Trojan who cannot be easily removed, you know how to manually remove it.

PPS,
Please disable System Restore before doing this so that the virus doesn't get stored inadvertently. After the reboot, once you're sure that you've actually got rid of it, enable the System Restore again.

The best way to remove if from your computer is to remove it from registry. If you are comfortable with manually editing registry, otherwise use registry cleaning software like RegScrubXP to remove the entries of offending
software from registry and then use a cleaning software like ccleaner to remove other files such as exes, dlls etc created by the offending program.

When you get in the software window.
Click on user defined problems button.
It will display all entries in windows registry under different categories. So scroll down the list till you reach a category company. In this category look at the names in full key, and Main key. If you locate the name there, then check the box in front
of its entry and press the button Fix selected entries.
It should remove the entry from the registry.
After that you will need another software to remove other files created by the program on your computer. It is ccleaner, if you do not have it already; read how to use it and then download it from here.

files often save copies of themselves in the temp folder or in the windows system restore folder.
first delete winser as you would normally
to delete the temp folder, close all your running programs and type in run, %temp% and delete everything in the folder.
To delete the windows system restore files, you can disable system restore, reboot your computer and then renenable system restore.

Go into an anti virus website (Norton,etc) and search for your virus..They give step by step instructions about removal
