The economic impacts stem from the aftermath of terrorism itself..so stopping terrorism is the key..the strongest weapon in the world is INFORMATION. The sharing of information is the best way to stop terrorism.
Step 1. Share information in real time.
Step 2. Cut out the bureaucracy (in real time).
Step 3. Profile likely targets (that means race, age, sex, etc.)
Step 4. Use profiles at all major transportation and economic centers..airports, borders, trains, car rentals, banks, check cashing places, IRS, Motor vehicles, post offices, etc..(That means profile everybody!)
Step 5. This cutoff to free transportation will eventually confine the cells to smaller geographic areas.
Step 6. Focus on your own geographic areas (using the profiles!)
Step 7. Make no excuses or regrets to the general population or media...the outcome will speak for itself.

Are you kidding? They have enough trouble organising garbage collection and charge us through the nose for admin costs of anything that they get involved with. Higher up their food chain to MI6 etc the excuses and stories of how they have been saving us just become more elaborate while innocents get shot in the head and all the video taped evidence 'disappears' You can't be too cynical anymore and they defy parody.
