You have an order against her - that was the first step. Now she is violating it. You need to call the police and inform them of this. If there is any way that you can record these calls, or if they are messages, save them. The State's Attorney will be able to use them as evidence possibly. Harrassing phone calls is a serious crime with an order or not. She can be broiught to court and serve jail time. You just have to be persistant and make sure that you never initiate contact.

Aside from the restraining order... well, move, change your number, and go into protective services... Ok, ok... that's a bit extreeme. If his ex is calling constantly and it is in violation of the restraining order, call the cops. If she is breaking the law (and defying a restraining order is just that) she will (or should...) be delt with accordingly.

Gather evidence. Ask people who see the ex lurking to testify. Ask anyone the ex contacts about your boyfriend to testify. Record phone calls and any messages left. And report those violations to the police.

Don't answer the phone but let the answering machine record her calls and save them as evidence. Then you will be able to prove harrassment in small claims court.
