I think that has something to do with age. The fish is getting old.

It is usually from healing ammonia burns which means the fish was in very high ammonia. It could be from the bags they are shipped in, the stores water or the water it is in now. Is the tank cycled yet? If not then it is going through it now (unless you just changed all the water), first you have ammonia then it turns to nitrite, both are deadly and if they fish does survive its immune system is usually lowered and they can have a shortened life span. The nitrite will eventually turn to nitrate, the final stage and is the safest for the fish. I suggest you read more info about it if you don't already know.

that means that your fish was sick and what ever it was that was ailing him has been cured so the black spots in the tail are left behind, your fish will be fine, trust me the worst is over, read arround and you will find this it happened to me and i bought a book on tropical and cold water fish and it is all there.
