The tank will have to be removed, and took to a radiator shop that can boil the tank out for you. This process will clean anything from the tank, but you will have to make sure the tank is completely dry on the inside before it is reinstalled. I have seen this before, and it is not as much of a problem as one might think. Sugar in the oil is a different story, but sugar in the gas will only clog the fuel system up real bad. Once the tank has been cleaned, remove the fuel lines and the fuel filter. Take the fuel lines loose at the engine, buy a can or two of carburetor/choke cleaner and spray into the lines thoroughly, blow out with an air hose, and repeat this several times to make sure you get it all out. The line that goes to the filter, will have to be cleaned in two places, from the engine back to where the filter goes, and from there to the tank. Clean the Gage and float real good as it will have this pretty gummed up. If you have a fuel pump inside the tank, you might ought to replace it with a new one. Install a new fuel filter, and the tank, put some new fuel in the tank, and you should be good to go. You have a few questions before the answer...Was the tank full or empty? If you keep the the tank full this will keep the ratio minimal. You will not harm the engine as someone stated.If you are considering the tank service. Get another tank! The labor involved in cleaning is the same as new tank replacement. If you take the car and run it along time continuously it will not allow it to carmelize in the fuel injectors. Keep the tank full for about 3 weeks. Put some additatives in the tank this will help to get rid of the sugar. Yeah! ,buy a locking gas cap

Sugar will NOT damage the engine. However, it will gum up the injectors and produce carbon build up in your cylinders when it burns (have you ever seen a "Magic Snake" fireworks burn? Thats all sugar that hardens to carbon).
The gas tank will need to be removed and cleaned, and the fuel system will have to flushed, probably more than once. But thats about it. Sugar in the gas tank is a common urban legend that is totally false in terms of ruining the engine, but it causes a major inconvenience.
If your (or your daughters) insurance deductable is greater than the cost of repairs/cleaning, then I would look into seeing if the insurance covers acts of vandalism. And if your daughter knows who these people are, a law has passed so that offenders of this nature get a jail term.
And may I also suggest getting a locking gas cap? (A gas cap that can only be opened with a key). They are cheap and will prevent this from happening again. Sorry about your daughters luck.

It's much more fun when a payday candy bar if broken up and put down the fuel filler hole. It takes several gas fills before the sugar melts off the peanuts and the nuts plug the filler just enough that it will still take gas, only it backs up and soaks the person filling the tank and filling the tank takes hours.Someone did this to a customer of mine and it took a while to figure it out!

First off call the police have then fingerprint around the gas tank access also have them finger print you and anyone else you knoe has touched the tank access area legitimately (You , Your daughter and such).. With your fingerprints and your daughters they can exclude those from the suspect fingerprints.. It is possible they can find the perpetrator...
Have the car towed to a service station... you will need too have the gas tank drained and cleaned and the fuel lines drained and cleaned or replaced... It will probably cost several hundred to several thousand dollars... More if the car is turned on and the sugar reaches the engine...

You will have to have the tank drained or pumped out either way you have to get the sugar out.The filler neck is just a hose that has to be taken off but it connects to the tank, which has to be dropped out of the car, rough estimate for dropping the tank and putting it back, probably around 150 dollars just a guess that's cleaning it out also.Please don't drive the car, have it towed.

you could either replace it.
drop the gas tank take off the fule injector fill the tank with water , let it sit in the tank for a couple of minutes and empty it out. make sure you get all of the water out. or it'll screw up the gas fuel injector really bad.

I suggest, call the police, insurance company and the dealer in order. If you go to local garage, make sure that they are reliable. There are enough people who will say that it wasn't the case, if something goes wrong.
Follow up on the advice of getting lock with the gas cap.
Also, tell your daugher to hang out with those people who do no harm.
