Contray to what people actually believe, Chelsea have enjoyed european sucess, european cup winners cup, 1971, 1998, European super cup 1998, i know it's not on the same scale as Liverpool or Mannchester United, but wait a couple of years and we will be there.

The rankings are worked out on a points basis earned each season and added to the clubs total it depends on how well the team does ans seen as the russsians only started buying honners a couple of seasons ago it will take another few seasons and another couple of hundread million for them to catch up...hahaha and just for the laugh here is the top 10

It's based on past European success, and Chelsea has not have much of that in the pre-Mourinho era.
That will change soon I assure you. As long as Chelsea don't self-implode that is.
Spurs are there because they have not qualified for Europe in six years.
