Here is a list of life expectancy for countries. It is a rough measure for health care quality, but genetics and life style also matter.

From the list you can see that all the low ranking countries are poor but not all high ranking countries are rich. In the past there was a much stronger correlation with income, but one of the successes in aid programs was the development and delivery of effective low cost health care in poor countries.

Equal health care delivery is found in socialist countries, using Sweden and France as examples, both have strong economies that have equal health care delivery..equal delivery does not equal most efficient...privatization of health care betters efficiency. Both of these countries are digging themselves into a hole with their social programs because the increase in life expectancy exceeds the growth of the population's tax base, leaving fewer people to pay for the retired and elderly.
A strong economy (most of the time) means better health care...not necessarily equal or efficient.

No. It is a question of prioritizing objectives. No one could possibly claim that Cuba has a strong economy, however, it does have one of the most admired health care delivery systems in the world.
