Http://usafootball.com is an excellent site; click the green league button if you're looking immediately. Next week, they're adding a ton more resources on this to their League Enhancement Guide: it'll have everything from starting a league to creating bylaws to sample forms you can download.
Look at their resources for coaches and officials, too.

Check with local parks & recreation groups near you. They may already have one started and need help. If you cannot find a local youth sport find a county that has one and get as much info as possible. Then mold their program into your area to begin
