Oh my gosh so MUCH!
Well poverty is just that there always is some new problematic situations as we always change....there is so many other political things we could bring up, but if your truly looking for my answer and I know it may sound harsh but here goes:
If China puts a limit on their population (even though they were too late) but delegating how many children they can have....Well why can we not learn from other's mistake's?
I am not saying that people should be told how many children they can have ...who am I?....Just that people that do not have enough education to have a job to support the child are having them, and more than one. They get a bigger check!
Would it not be cheaper to do procedure's on people after 2 kids that will not stop them from ever having kids again, but prevent them from having more? Tubes tied can be reversed. There's one idea. Have a better sysytem for the dead beat dads as well! They already have one they can not care for then they go produce more?
The next thing is to help better our education in the children here and now so they know how to stay away from poverty. And quit labeling everything as a disorder and help them overcome things with out meds.
Now this is the most important one and is HIGHLY likely to make some upset, sorry, but us as Americans have to go through some SERIOUS accountability and have some guidlines we have to follow in order to gain rights to other country's. Check into that. Then go to the one for the US....you basically only need to know the constitution. Make sure they know english and their language before entering. We spen thousands of dollars in educating non-english speaking people to teach them, where that mony can be used to target other issues.
I feel we should let people/immigrants in for education and work. But not if they can not have the means to support themselves why let them come? Our systems are loaded with immigrants that our tax dollar pays for that can not afford to live, leading to the denial of Americans that may need it when there is stricter guidelines. And yes there is American's abusing welfare to as I said earlier. But this is a hard call, as we like to be fair, but revised we can change that.
We keep seeing ads for government money that we are entitled to....WELL.....there's a source.
And finally pass a bill that says in order to own a pet, unless you are a breeder or intent to breed....your animal MUST be fixed to not producing more as this will free up us dollars that we use to exterminate them and house unwanted pets, to use for others like humans who need more help.
None of this would happen over night however over time could be great ideas to supress poverty.

As long as no one talks about this, poverty will continue. It takes NO government programs or taxpayer money to publicly discuss this.

No matter what is done.. poverty cannot be eliminated.. As long as there is greed in the world, poverty will be part of our existence
However mean your life is, meet it and live it: do not shun it and call it hard names. Cultivate poverty like a garden herb, like sage. Do not trouble yourself much to get new things, whether clothes or friends. Things do not change, we change. Sell your clothes and keep your thoughts.
