well i don't think so im taking Computer Animation Classes and we've never had to draw on paper other than to draw Ideas but if u know what u're doing u probally won't need to Draw Everything on paper but i still think it's a good idea to know to draw on paper so like if u make up a Chracter for a Video Game u can look at the Drawing and stuff

Yes, because these sketches help guide the creation of characters for the animation. Next time you rent a movie pick up one that is computer animated like Cars or Finding Nemo. In the bonus features they show how they came up with the ideas for the movie.

A BIG YES! just like in Disney Channel. sometimes they preview on how to draw thier charater in a show before they apply on how to move it in a computer. try to watch disney channel. now
