The film is
Borat: Cultural Learnings of America for Make Benefit Glorious Nation of Kazakhstan

Borat is a fictional character created by British actor Sacha Baron Cohen. The character is supposed to be a TV reporter from Kazhakstan. He portrays the character as being very lude and offensive and this has caused the Kazhak government to get upset as they think it gives the wrong impression of what their people and country are really like (they think people might think he is fopr real).
But actually now the Kazhak government are using this as publicity and have invited Cohen to visit their country.
The plot of the film is: Borat (Cohen) is dispatched to the United States to report on the greatest country in the world. With a documentary crew in tow, Borat becomes more interested in locating and marrying Pamela Anderson. The film is supposed to be pretty funny (although I haven't seen it yet)

Borat is an alias of british "comedian" sasha baron cohen, he basically goes around America and highlights the ignorance of the average American.

He recently spoke with rolling stone magazine and said , "The joke is not on Kazakhstan. I think the joke is on people who think that the Kazakhstan that I describe can exist.

"Borat works essentially as a tool. By himself being anti-Semitic, he lets people lower their guard and expose their own prejudice, whether it's anti-Semitism or an acceptance of anti-Semitism."

he is a news reporter from kasackston and his country sends him to america to make a documentary and learn about american culture. This guy comes from a country with no political correctness and there is real freedom of speech (unlike america) and he just doesnt understand pollitical correctness so he does whatever he wants.

if your easliy offended or all about being pollitically correct dont go see it, because no matter who you are or what you believe you will be offended. so if you go see it dont take it serious, just laugh and have fun.

He makes racist comments about everyone. If you don't want to see his comments, don't go see the movie, because they occur every 5 seconds. They're funny though.
