Good question!
In my experience the best way to get from Gatwick to Victoria is by train. That is the route run by the Gatwick Express but there is a cheaper option! Just take Southern Trains instead and save yourself about £6 one way. The tickets costs only about £9 compared to £15 for the Gatwick Express. It stops at a few stations but is still relatively fast.
The cheapest reasonably fast way to get to to Victria from Heathrow is by the Tube. Take the Picadilly Line from the Airport to Green Park, change there for the Victoria line and take it one stop to Victoria.

PS. Boston Red Sox Boy is incorrect. As far as I know, the London buses do not go all the way out to Gatwick (some routes do go to Heathrow but I'm not sure about Victoria.)

If you want to arrive Gatwick Airport in the afternoon and take a flight frp, Heathrow Airport in evening the same day and would like to stop by to visit Buckingham Palace during your limited time, you can easilly do the following:
1. From Gatwick Aiport catch a Gatwick Express train (about £15) or Southern Train (about £9 but slower and less frequent than the Gatwick Express) to Victoria Station
2. From Victoria Station walk to Buckingham Palace (10 min walk) and check out the sites.
3. From Buckingham Palace walk to Green Park Tube (London Undergournd) Station (10 min walk) and catch the Tube (London Undergournd Picadilly Line) from Green Park to Heathrow Airport directly.

There is a coach service run by National Express that runs between Gatwick and Heathrow, which is easier then travelling into London, but if you prefer you can get the Gatwick Express into Victoria, then get a tube from Victoria to Paddington, where you can board the Heathrow Express.

If you're sticking to the tourist part of London then the Oyster is fine like everybody else has said. If you want to venture outwards you'll have to be careful though. For example, with a zone 1-6 travelcard you can get the train from Liverpool Street to Romford and be fine but if you try to get off at Romford with a Pay as you Go Oyster card you will be stopped and given a £20 fine for travelling without a valid ticket. The further out you go the less Oyster covers. But is is cheaper for short journeys and withing one or two zones. I could buy a ticket to go one stop and pay £3 but on my Oyster card it's only £1 for the same journey.

If I recall correctly, you can take the Gatwick Express (a fast train) into London and then transfer on the tube to wherever you want to go. The tube goes out to Heathrow.

it depends on how advanced the booking is, what day it is and the number of other passengers also travelling your route.
the best places to look are on the trains and national express...

megabus would be very cheap if you took them either route
and national express as well goes to both locations and sell very cheap tickets...
i'd do the research on those three places
