I don't know about the trains but in trucking they use baffles to keep the liquids from sloshing forward and back. The separate the tank w/these baffles and it stops the problems, hope this helps.

Same way as on a boat, there are baffle walls inside with holes. The liquid sloshes back and forth in streams instead of one giant wave.

Let us change that as to how they pump the fuel out the fuel tank on the shuttle. The best way is a bladder which u can apple slight pressure between tank and bladder.
