Yes. My son is a tattoo artist and says that it takes a little time but is a pretty common place for a tattoo nowdays.

If it is a bigger tattoo I would say the hip, but I think if it is small enough then behind the neck :)

You can put a tattoo (almost) anywhere you want to.
Sometimes they just don't heal or look as well in some spots as they do in others...
Talk to your tattoo artist. They'll be able to tell you anything you need to know. It's their job. :)

I know a guy with one on the back of his neck, a barcode particularly. And I also know wnother guy with a piercing on the same spot.
