turn him into the teacher or the principal. It's aginst the law. Has your teacher noticed it yet? If so you may have a case against them too.

No, it's not normal. He's probably traumatized some way, and is seeking "comfort" in this way.
Refer him to the counselor, or advise the teacher if you think he won't go himself, on his own.

i have a person at my school who used to do that hes got a problem and he did it in a class with the teacher still in it i dont no y he would maybe he just wnats attention
