Yes, you will get arrested. The complaint would be: "Public Nuisance", because people in cars might stop still to watch you, so commuters will be delayed. "Disturbing the peace" - you will be attracting people and they will tend to be noisy and rowdy, might even shout and cheer you up or boo, depending on the type of crowd; and then "Indecent exposure" because to be naked in public is indecent , only those who got something to really prove to themselves and the world, could bare themselves in public. No offense meant.

Yes, public nudity and possibly peace disturbance. If people are driving and you are a distraction, that could cause an accident, of which they could find something to charge you with.

yes you can, its called public nudity, and you might even get put in the psych ward, for attempted suicide, since you will be hanging off of a building, so i wouldnt do it!! Sounds to risky, do you really want to be put into a psych ward for some crazy stunt!
