The "Vomit Comet" does not have an anti gravity device. It can simulate weightlessness in a freefall. The plane gets to a high altitude and goes into freefall. The plan and everything in it are now falling. When this happens, you are accelerating towards earth. During this moment, everything in the plane will come close to being weightless.
Now, anti-gravity. A true anti-gravity generator is not possible today. It may never really be possible. Scientists will need a much greater understanding of what gravity is and how it works before they can build a device to offset it. The same goes for a gravity generator.
I have no idea about how likely it will be. However, I would not bet too much that it will ever happen and I would definately not bet that it would ever happen in our lifetimes.

Just because a plane flies doesn't mean it's an anti-gravity machine. Since we don't really understand how gravity works, there's no realistic way to counteract it... My answer very unlikely.

i have been attempting to attempt this, off an on, for decades. yet to the finest of technological knowledge's present day information, gravity is continually appealing, and ought to't be insulated or shielded. yet there are technologies which do enable soaring, which contain helicopters, hovercraft, VERTOL (vertical takeoff and landing) airplane, and so on. we've lots of strategies for counteracting the stress of gravity through use of alternative forces.
