You can format your Pc if your going to install a new operating system! while installing you can see that it will prompt f\you to format your drive!!!

Firstly save any documents, pictures, etc you want to keep in like a USB Flash Drive or a floppy disk. Next go to bootdisk.org and create an MS-DOS bootdisk, Windows 98, 95, ME boot disks work here. Then choose the first option when it asks you Boot Computer with CD-ROM Support. Now type format c:
type yes and your drive will be formatted. Now re install your operating system, if it supports MS-DOS mode like WIndows 95, 98 First Edition then type e: setup (e represents your cd-rom drive where u insert your installation cd) and follow the setup instructions or if you have 98 SE or higher rebbot your PC and go into bios and make sure it reads the cd-rom drive first then reboot and if it asks you to hit a key to boot then do it....... now follow the corresponding menus to install your operating system..... Then at your first login copy all the files that you put on USB or floppy drive.

If you are to Format a Windows XP Computer then, you can insert a Bootable Windows XP CD and restart your computer. Remember to select the First Boot Device as CD ROM from the BIOS.
Once Rebooted, Boot using the CD ROM and then, you can pretty find the instructions there on how to format the partition, what types of file systems you require etc.
Thats that simple

ok you have to put in your operating system/boot disk, then restart you computer. If you bootdisk doe not automatically load then you will have to go ino the bios, normally press f2 or the delete key when rebooting, and make sure your boot source is appropriately selected.
Okay the command to format is:
format c:\
