Both. The Commonwealth of Kentucky is one of the 50 US states. The term "commonwealth" when applied to current US states has no particular significance anymore. 4 US states still maintain these designations that are carry-overs from the colonial period, the Commonwealth of Kentucky, the Commonwealth of Massachusetts, the Commonwealth of Pennsylvania, and the Commonwealth of Virginia.
The Northern Mariana Islands and Puerto Rico are current commonwealths of the United States.

The basic meaning of the words "nation", "state", and "commonwealth" are essentially the same. In the United States of America, the word "state" refers to one of the 50 semi-autonomous federal provinces. The word "commonwealth" properly refers to an autonomous nation in voluntary union with the United States.
Three of the original 13 colonies kept their colonial names when they became states: the Commonwealth of Massachusetts, the Commonwealth of Pennsylvania, and the Commonwealth of Virginia. When the Commonwealth of Kentucky became a state in 1792, it chose to retain the same designation as the Commonwealth of Virginia from which it was formed.
These four states should not be confused with the Commonwealth of Puerto Rico (Estado Libre Asociado de Puerto Rico) and the Commonwealth of the Northern Mariana Islands, which are true commonwealths in both name and status.
Note to Michael H - The District of Columbia is a federal district that is an integral part of the United States but is not a part of any state. The District of Columbia is not a commonwealth.
