Yes. There are 2 techniques that can be used. One is triangulation, the other measures time delays between two base stations and the handset. GPS is not used.

The technology is called "Location Based Services" (do a google search). Not all operators support it because it requires the extra technology in the base stations and in other network elements.

It is now mandatory in the USA so that the operator can tell emergency services the location when they dial 911. Operators also use it for other services like "Where`s my nearest McDonalds?"

Accuracy is about 50m in built up areas going down to about 500m in rural areas

sorta some phones have gps. but there gps doesnt work while the phone is mooving.
