Can't beat a bit of Marvin Medium/PVA for general sticking, waters down for papier mache style or glazes.
Pritt type glue sticks are good for smaller work but will hurt your arm to cover large areas.
Gloy and other gum type glues tend not to be instant/strong enough for sugar paper and card, but will work with softer and light glossy papers.
Copydex type cow glues are good (and have a handy brush) for quick drying, small to medium projects. They won't cover large areas without drying out and lumping up and do smell of cow.
If you want to stick bits (buttons, wire, cloth, etc) to the collage, a glue gun is the way to go. Save money, just buy the glue sticks and melt them in a candle flame.

pritt stick tends to be too lumpy. Go to your local crafts shop and get some pva glue from there. You can also use it as a finish for your project - its great for protecting it once it dries

it depends how permanent it needs to be.

But, as many people have said pva is great. Try to use a thicker base than paper though - card perhaps, as otherwise the paper will buckle. Once you have stuck all your images/bits down cover the whole thing in pva and use a hairdryer to dry it. That way you get a lovely finish, and a more permanent collage.

pva or any adhesive glue. you can brush it on and apply it under and over the top of the images. dries clear and gives a nice varnished effect.
pritt stick tends to peel off after a while.

An acrylic liquid from Liquitex or Golden called Matte Medium. You can also use it as a finish for the piece. No peeling or yellowing.

pva glue all the way. You can buy it from places like stationary box and woolworths for cheap. Hurray!

Rubber adhesive like Cow Gum or Studio Gum if you are using mixed media.
Or for paper, make flour paste for a truly organic approach....
