If you want to print them then just get inkjet/laser paper with some nice background or border. Staples, Office Depot or some other office supply store would have the best selection.

If you want some computer based background then do a Google search for "page backgrounds". You can probably import them into most programs that do posters and greeting cards such as Print Shop or graphic programs such as Paint Shop Pro (like PhotoShop but less expensive). You can also print your results. Unless you have a really good printer the background will not come out as nice as a pre printed paper.

If you want free backgrounds go to yahoo images and search for free backgrounds. You will need to sort through them and read the rules for using them.

If you want to pay for the backgrounds go to yahoo and search for things like background photographs, background images, etc. You will still need to read the rules for using them.

istockphotos.com and other places that sell photos will allow you to search for backgrounds. Some of their photos are $1 each.

If you want to print them, go to a specialty Scrap book store - they have tons of custom pages 12 by 12" or 8 by 10" ...... great quality!
