This could be lots of different things. In English the "and" makes a plus, and the "of" means times. So this parses to

1/2 + 1/2 + 1/2 * 1/2 + 1/2 * 2 + 1/2

Mathematically you evaluate this by doing multiplication first, so it would be 2 3/4. In English I would say you can evaluate it in any order (effectively, put parenthesis anywhere), so there are lots of different answers:

(half and a half and a half) of (a half and a half of two) and a half
= 3/2*(1/2 + 2/2) + 1/2 = 13/4

half and a half and (a half of a half) and (a half of two and a half)
= 1/2 + 1/2 + 1/2*1/2 + 1/2*(2 1/2) = 2 1/2

and so on.

= 1/2+1/2 + 1/2(1/2)+1/2(2)+1/2= 1+ 1/4+1+1/2 = 2 and 3/4... or is it and a half of (two and a half)? in which case it's 10/4 = 2 and 1/2...

There are two answers for this.
(1) 1/2+1/2+1/4+1+1/2 = 2 & 3/4
(2) 1/2+1/2+1/4+1&1/4 = 2 & 1/2

The answer is 0.078125

two and a half divided in half 5 times over

2.5 /2 = 1.25 /2 = 0.625 /2 = 0.3125 /2 = 0.15625 /2 = 0.078125

dealing with the brackets first
1/2+1/2+1/2(1*5/2)=
1+1/2(5/2)=1+5/4=1/1+5/4=
4/4+5/4=9/4=2.25 or 2 and a quarter

=3*(half)+((1/2)/2)+(1)
=3*(1/2)+(1/4)+(1)
=(3/2)+(1/4)+(1)
=(6/4)+(1/4)+(4/4)
=(6+1+4)/4
=11/4
